Conference Between Lord Milner and Leaders.
CAPETOWN, Dec. 28. ' A Dutcli journal at Pretoria states that the JJoor leaders, after conferring with Lord Miiner (lligli Commissioner) injected his scbemo lor representative government, including twenty-five electivo and twelvo nominated members, declaring the enfranchisement must be commensurate with the Hows' permanent stako in the country. Though abortive thb relations between Lord Milner anil the leaders are less frigid.
