DEARTH OF MEN FOR A THIRD SQUADRON, CAPTAIN CLADO'S STATEMENTS LONDON, Dec. 13. The French press alleges; that Admiral Rozhdestvcnsky inspired Captain Clado's agitation for a third ..squadron, since the Baltic Fleet is incapable of successfully engaging Admiral Togo unless reinforced. Great sympathy is felt with Captain Clado. A thousand visitors were refused admittance to see him. Captain Clado declares that a third squadron would not be ready until August next. Many doubt its sailing, owing to scarcity of sailors. Even the Baltic Fleet is partly manned with soldiers.
