RUSSIA MAY SEEK TO ABROGATE TREATY. THE CLA. O VAPOURINGS. LONDON, Dec. 5. There is an active, discussion going on in the European press (possibly as feelers) regarding Russia's abrogation of the treaty clause in respect to the Dardanelles. It is alleged .that Germany, France, and Turkey are willing that such abrogation should take place. Several newspapers wain the Right Hon. A. J. Balfour, Prime Minister, against any conccssdon. Captain Clado's advocacy of the removal of restrictions on the Black Soa Fleet are quite |>ei-sonal. The Russian Foreign Office deprecates the raising in the public nund of hopes which it will be impossible to 'realise;.
