FRENCH GOOD WISHES. RUSSIAN OFFICERS ENTERTAINED AT LUNCHEON. (Received Dec. 3, 0.15 a.m.) LONDON, Dec. 2. French naval officials entertained tire ollicers of the Pronzitclni at luncheon, anil wished success- to the Russian arms, ami particularly to General Stoessel, whose heroic' defence of Port Arthur had won the admiration of the civilised world. Several supplementary vessels of the Baltic Fleet have arrived at Tangiers.
