FORTNIGHTLY MEETING.

The ordinary fortnightly meeting of Uie Borough Counoil was held on Monday evening, theie beinu i««km —His Worship the Mayor (Mr Lt. Cock), and Crs. Wood, Wilson, Fruisec, Brooking, Brown, Ahier and Mwlley. —Apology.— The Mayor apologised for the absence of Cr. ColUs, who was granted leave of absence. —Hospital Board Representation.— The secretary of the Hospital Board forwarded the list of apportioned representation on the board. The New Plymouth Borough wat combined with Waitara Borough. The Mayor nominated Mr G. Tisch as one of their representatives, and said he had in.lcn.tui to nominate Mr Clilf, but as he was not present to consent he would not do so. As regarded Air Tisch he said it w«s necessary to have a gentleman could devote time to the duties, a: it required constant attention. They could not get a better man than Mr Tisch. Cr. Wood seconded the motion, an. endorsed the Mayor's remarks in reference to Mr Tisch. 'Hie Mayor said it was necessary that the second member should lie a resident near New Plymouth. He detailed the steps he had taken in communicating with the Government regarding tlic allocation of members. Cr. Brown asiked if his Worship would stand. His Worship ; 1 would prefer someone else being nominated. Cr* Ahier proposed Cr. Cliff, who he said was a good man. Cr. Brooking proposed, Cr, Brown seconded " that the Mayor be nominated." Cr. Ahier said he proposed Cr Cliii as a protest against tho practice o, nominating outsiders. Cr. Brooking said he agreed with Cr. Ahier as to principle, but Mr Tisch had proved such a good man that they could do no more than reelect him.: The Mayor said Mr Tisch had tolo him he would contest a seat at th next municipal elections. The Mayor and Mr Tisch wer» nominated, the Mayor being elected delegate to attend the meeting an.i vote on behalf of the council. —Sinking Fund.—

The borough solicitors should be consulted before the bunk was finally Arranged with. A telegram was read from Mr Martin, solicitor to the Municipal Association, in which he said the council could create a sinking fund under section 147, l>y resolution, notwithstanding that the sinking fund wai created before any part of the loan was- raised. The easements committee's report Was also adopted as follows :—The committee perused the grant to lay Water pipes through Mr Saxton's property, and recommended that Clause (J, giving Mr Saxton power Ut dexcrmine the giant upon any defauflt of the council, be struck out, the aifcitration clauses being sufficient for the grantor ; that clause D bo amended. Tho Hospital lioanl wrote u-wepL-ing the offer of the council to contribute half cost of the public morgue in the hospital grounds. Cr. Brooking said he had seen the amended jjlans, and all the recommendations- of the council had been earned out.

Messrs Govett and Quilliam wrote in reference to the grant to Mr ,lordan, this being referred to the easements committee.

The exhibition committee was granted the labour of borough work men for making paths in the grounds —the committee to pay all costs, Mr Mcslayer telegraphed that the plans and specifications for the septic tank would be ready in a forinight.

The Taranaki County Council wrote enclosing the report of Driver Urry upon the bogging of the rollei in Avenue lioad. They added that it was not fair that "the county snould bear this extra expense. The claim, £2, does not include the time of the county workmen. Keferred to the works committee. Mr G. Stevenson wrote asking that tlie main in Hospital Road be tapped m order to provide water to a house now being erected for Mr Stanley Surith.—The request was granted.

Three tenders for forming in Morley Street were received, the lowest being £B2, and on the motion that this be accepted Cr. Ahier protested against the expenditure of money over this work, while more pressing needs went begging. Cr. Wood said the Western Park authorities wished to find the levels for placing their gate and the work was required.

Cr. Fnaser said he thought the financial condition of the borough was such as would cause anxiety to all having the welfare of the place seriously at heart. Morley Street did not require anything being done to it. Cr. Wood said 2000 trees had already been planted in Western Park. Cr. Wilson could not see his way to vote for the proposal.
