AMERICAN PROGRAMME FOR ITS CONSIDERATION. (Received Nov. 11, 11,80 p*n.) WASHINGTON, Nov. 11. Mr John Hay (United States Secretary for State) in his despatch with reference to summoning of the Peace Conference to complete the postponed work of the fust conference, suggests for its consideration the rights and duties of neutrals, the inviolability of private property in navul warfare, the distinction between absolute and conditional contraband, the inviolability of the official and private correspondence of neutrals, the duties of neutrals towards belligerents, the treatment duo to refugee belligerent ships in neutral ports, and the bombardment of ports and towns by naval forces.
