Vladivostok harbour has been mined for a distance of se\'en miles, and the. fortrews has 'been greatly strengthens! It is now described as a second Port Arthur. THE SEA OF JAPAN. NAVIGATION SERIOUSLY MENACED BY MINES. LONDON, Nov. 7. Japanese cruisers stopped and examined the Peninsula Company's steamer Formosa, which reports that the Sea of Japan is full of mines. The skjainer almost struck one.
