KEEITNU LP TliE FARCE. RUSSIAN OFFICERS WILL STICK TO IHEIH YARN. LONDON, Nov. 3. The Russian ollicers detailed by Admiral RohjeshensKi at Vigo to give evidence beiore the international Commission of inquiry—Captains Clado, Otto, and Schramchenko— with Licuteuant Ellis:, haie reachul Paris, and are proceeding to at. Petersburg. Captain Clado declares he is absolutely certain the Russians lired ut Jai«auese torpedo Laats, and were then clear of the Ohjdmel. it would be impossible for the arbitrators to accept the lishermens testimony in preference to the word of the admiral and his oincers. A member of the Japanese Legation in Madrid ridicules the stovy that Japanese torjjjdo boats were anywhere neKr Hull. (Received Nov. 4, 10.33 p.m.)
LONDON, Nov, 4. Captain Clado alhVms the statement that Admiral Rohjesluenski, on altering the North Sea, was trustworthity infonuod that two vessels were ,in one of the Scandinavian Fjords, fly:ng (lags of diiLerent nationalities a t intervals. They appeared to be waiting lor something. The Kamschutku, at the moment Uie Dogger Bank incident occurred, suk distinctly two toipedo boats, and almost simultaneously the wll-eless eeiegraph apparatus on the battleships recorded a Ojuestion, the text of which iihey cannot .reproduce. This appeared to them to emanate from the Kanischatfea, which was in tne rear. The officers, on learning' after* wards that the transport had not asked the question, concluded that it emanated from t.rpedo boats seeking to glean in'ionnauion. After the Ivamschatka had rejoined th»" fleet Admiral Rohjeshenski, believing hunseli by two toi-peti," boats, ordered firing to commence' When the trawling fleet was seen the humg ceased.
Uussjau ollicers interviewed at Tan-gie.-s persisted that they saw sever u l torpedo .boats at the Dogger Bank oliiccied by Japanese, with small steamers furnished with apparatus lor the dischareje of torpedoes. The Russians sank several of these, and the rest steamed away. They wuvn clearly distinguished on the horizon. No lights were showing when the firing began, bat voices were heard in the intervals between firing, and therefore the Russians were perfectly justified in their ac|tion. Tho narrators expressed no sorrow at tho death of the fishermen, but attributed the whole affair to a preconcerted British-Japanese plot.
