[HOME AND COLONIAL PARCELS | SYSTEM. LONDON, Nov. 1. The Postmaster-General (Lotd Stanley) has intimated his intention olf abandoning tho proposed cash on delivery system in connection with the parcels post system in the Motherland, but will try to establish a syßtem of helping tho oxchuugo of commodities botween the Motherland and the colonies,, In order to provent the loss of some of our trade through greater facilities of postjgo between tho colonies anil foreign countries. (Received Nov. 3, 1.2 a.m.,) LONDON, Nov. 2. I Tho Postmaster-General is inquiring if the colonies arc favourable to a system of clash on delivery for regiisiered letter packets, with ft parcels post exeliango for packets no t exceeding cloven pounds weight, tho receivers paying, prior to examining.
