The Hague Tribunal, to which the dispute over THE HAGUE TRI- the Dogger BUNAL. Ban:; affair has been referred, was formed by Act of Conference on July 29,1899. There is no | permanent tribunal, but there are three permanent institutions created under the Act of Conference, which provide machinery. These are the Bureau International do la Hoye, or Administrative Office, at which is to be found the general Secretary, M. 1.. H. Ruyssenaers. It takes care of the archives and the library and conducts correspondence, l'he (Tonseil Administratif consists of the diplomatic representatives of the signatory Powers at The Hague, and of the Dutch Foreign Secretary, who is president. This body is to constitute and supervise the bureau, and to keep the signatory Powers informed regarding ks work. The third body, the Court Permanente d'Arbitrage is simply a list of persons who have been nominated by the Powers, and have declared their willingness toi act as arbitrators when required to do so. None of these bodies has the right to take the iniUiative in the instatunion of a Court of Arbitration. The initiative must be taken by the Governments that are parties to the dispute, and iby both of them. Only two cases have been referred to the Court. The first case was a dispute between the United States and Mexico regarding church funds. This was heard in 1902, and it was decided in favour of the United States. The second case had relation to the Venezuelan question, the point being whether' Great Britain, Germany, and Italy, who had taken action against Venezuela, should have preference over otlier Powers tin the settlement of their claims. Mr Andrew Carnegie, the American millionaire, has given £300,000 for the erection of a Temple of Peace, at The Hague, in connection with the Court of Arbitration. The Dutch Government is to be responsible for the expenditure of the money and the administration of the building.
