At Mr Lloyd George's instance the National Convention of Welsh Educational authorities at Cardiff recommended that in the event <jf the Defaulting Authorities Act being enforced over any area the education authority should declare its inability to fulfil the duties imposed by the Act of 1902, and take legal steps to relieve itself of the responsibility of maintenance of a central public elementary school.
