OPENING OF THE NEW PARLIAMENT. (Received Sept. 21, 1.7 a.m..) BRISBANE, Sept. 20. Parliament opens to-niorrow. The Governor's speech forecasts legislation necessary to niaite the revenue approximate to the expenditure. Rigid economy is necessary, if no fresh burdens are to be imposed. It is intended to re-impose the income tax, with exemption up to £IOO, and the tax is to be made to bear more equitably than at present. There as no ground to take a gloomy view ot the condition of the State. A noticeable improvement has occurred in the productive industries, fcurml the sugar crop promises to be one of the best ever produced. Oheap lines of railway to assist agriculture and mining are promised.
