REPLY TO MU E. M. SMITH. (To the Editor.)' Sir,—My attention is called to a letter appearing in your columns this morning, and signed by the member for the district, animadverting upou certain rcm u rks of mine to the members of the borough council in connection with the exchange of reserves which was before the council as a proposal. Mr Smith says the Agricultural Society has neither the power of sale nor of mortgage. The Agricultural and Pastoral Societies Amendment Act, 1903, says, inter alia, "Notwithstanding anything in the principal act or its amendment's any society now or hereafter incorporated under the principal act may from time to time borrow monoys by dolicnturc or mortgage of any lands granted to or acquired by the society, and may execute all necessary mortgage or other instruments containing a power of salo nnid other usual powers and provisions." Here are both powers of mortgage and sulo, whic\ Mr Smith says do not exist. Further comment is unnecessary.—l am, etc., • H. COCK, Mayor,
