TUESDAY, AUGUST e, 1904. The Council met at 2.30 p.m., and tho Law Amendment Bill was passed throug/i committee. Tlie House met at 2.30 p.m. Mr Seddon gave notice to move, "That this House deeply regrets the ntioduction of Chinese labour into the Transvaal without tho express and direct sanction of the white population by a volo having first been obtained or responsible government granted," At 2.45, no other speakers being forthcoming' to continue, the financial debate, Mr Seddon replied. He said this year tho lonn proposed for public works was only tihreo-cfuar-teis of a milliom, but tho (lovcrninent had not said it was goin? to cut down votes for roads and bridges or for the North Island Trunk . railway. By lwrrowing within the ] colony tho Clovcrnment had kept money within tho colony, and had not raised the rate of interest. As 10 the surplus, ho declared the dollars were there on 31 st March. Referring to tho is'juo of short-dated debentures, Mr Seddon said ho could not be held responsible for the condition of the money market, which ne•essitated his resorting to that form of raising moneys Compared with other colonial loans New Ztwhuid ( had done very well. The whole of the cash for tho last loan was paii iato the Bank of England. The House then went into Committee of Supply for consideration of Lh« RstimaU'S', and tlw usual lengthy all-round discussion took plare on the first item. Tho discussion on tho first Item of the estimates was continued during tho evening. Mr Bedford moved tho reduction of tho vote by £1 as an indication that tho House considers some reform of tho Upper Chumbe* is desirable. Mr Seddon said they wore all agreed there f.■))■-•' 'tl he some such reform, but this woa a stupid way of affirming a great constitutional principle.
