The Federal Postmaster-General hast received a cable, from Sir Joseph Ward stating that New Zealand is willing to pay. for the transfer of the Vancouver mail service from Queensland to New Zealand, but was lral to believe that Canada was opposed to, tho change, and lie is now cabling at inquiry. Mi l Mahon states, in referense to the San Francisco mail service, that a settlement has not yet been reached over the claim and coun-ter-claims between the Federal Government and Spreckles. The latter has requested to have tho matter submitted to arbitration, but the Government will not agree. Spreckles must first find £2500 overpaid by Victoria, and smaller amounts by other States. As to the counterclaim that the poundage rate was inadequate, the Government could not recognise it,
