One ol lord- ttosebcry's limitations, namely that there must *e no expectation that the Motherland is prepared to' tax or narrow her supplies of food, is commented on variously by the newspapers, according to the standpoint chosen. The Daily News says : " After reading Lord Rosebery's letter many times, it is still uncertain whether he approves of the new colonial conference. Lord Rosebery has often ' apologised for excursions like these into the field of politics, saying that .he holds a detached position ; but though he may be entitled to detach himself he ought to remember that he once held a great position and that his words carry weight. The letter might be seized upon by the Chamfcerlainites as a help in their distress."
