A Russian ofllciul statement justifies the Malacca's arrest, and declares that the Saint Petersburg and .'Smolensk, whoso special commission has already expired, acted in accordance with the Czar's regulations. The Malacca was' released, the report continues, on Britain's official statement that she was carrying State cargo ; but the release must not be interpreted as a renunciation oi Kussia s right to despatch cruisers, and warships to prevent the carrying ot contraband.
