Merging of Districts.
At the Counties Conference os Thursday, Mr Budge (Hawera) movOd —"That section 11 of tho Local Bodies Loans Act, 1902, be repealed, and the following substituted (1) tthero in consequence of the merger o* any area or portion of the area i-ver wh'irlh a special rate is inaiie as security for a loan, the local authority -that made the rale censes to exist or to have jurisdiction over such area or portion of aiea, the rato shall te levied nml recovered 1a tho local authority in whose district the area or portion of area ih merged, or, where there are mure than ono local authority, then in such ono as tho Govomor-in-Coimci) declares; and such last-mentioned local authority shall in its own name have all tho powers and authorities in respect of the special rate over such area or portion of area tliul tho local authority which made the rato hud. (2) That the operation of the foregoing amendment be retroactive.
Mr Jull (Wftlpawa) seconded the motion, which was adopted. The following proposal by Mr liudge waa also enrriod That flection 12 of Uie Local Bodies Loans Act, 190.'!, bo amended so as t:o read - " Where, on the Alteration of the boundaries of any district, any area or portion of «n.v aiva over which a spiviul rate la made as security for a loan comes within tho district of any local Authority other than the nuChoiity that made the rate, then, with respoct to such area or portion of suih area, there shall, for the purposes of section 31 of tho Local llodies Loans Amendment Act. 1902 (as proposed to bo amended), foe deemed u meiiier.**
