NEW CLAUSES. y LONDON, July 13. -The House of Commons passed the Government's new clauses in the Licencing Bill granting justices large powers respecting new licenses, preventing benefits to private persons .'from monopoly value, and empowering licenses for a period not exceeding seven years, /a renewal to be treated as an application for a new iiceore, thus preventing monopoly r value. yhe temperance members are delighted.
