Legislative Council. TUESDAY, JULY 12, 1904. The Legislative Council met at 2. HO p.m. NEW AIKMISER. Sir G. M. 0/Korku was sworn in and took his seat. FIRST READING. The Tied Houses Bill (Rigg) was read a first time. ADDRKSS-IN-REPLY. Tlte debate was resumed by Hon. .1. E. J enkinson, and the Address-in-Reply was adopted nnd the Council adjourned at 5 p.m. till 10 next moruing for presentation of the Address to the Governor. House of Representatives TUESDAY, JULY 12, 1904. The Hon. the Speaker took tho chair at 10.30 a.m. SECOND READING. The Hamilton Parsonage Site Bill (Lung.) was read a second time. LIQUOR IN THE ISLANDS, Largely-signed petitions from various religious bodies and temperance societies were presented protesting against the importation of liquor Into the Cook group, NEW BILLS. Notice was given of the Introduction of the following bills :—Fertilisers and Domain Boards (Duncan), Mining Companies, Criminal Code Amendment, Gaming and Lotteries Amendment, Tramways Act Amendment (McGowun). A bill to amend and consolidate the law relating to the drainage of land was introduced by Governor's message and read a first time, BANK OF NEW ZEALAND. A bill "to make further provision in respect to the Bank of New Zealand" was introduced by Governor's message.
Mr SEDDON (Premier) briefly explained the details of the measure, which was purely of a machinery character, and the bill was read a first tiffito PAHIATUA SEAT.
Mr SEDDON (Premier) gave notice to move to-morrow that the Speaker be directed to issue his warrant to the Clerk of Writs to Issue a writ for the 'Pahiatua election. CO UNTIES BILL.
Hen. 0. H. MILLS moved the second reading of the Counties Act AuieiKknwit Bill, which he said was necessary for the perfection of the law. It was better to have the law altar and save the local bodies making nny mistakes.
Mr MASSEV (Leader of the Opposition) considered the bill would place local bodies absolutely in the power of :the Minister.
