NEW SCHEME CRITICISED. LONDON, July 8. Lieut.-General Sir Neville Lyttelton, Benior member of the Army Council, speaking at tho South African annual dinner, expressed misgivings regarding the Right Hon. H. •■ O.' Amold-Forster's army scheme. Personally, he advocated compulsory —but not universally compulsory—service. (General Lyttelton was, after the return of Lord Kitchener to England, Commander-in-Chief in Southv Africa.)
