EXPLAINS HIS ATTITUDE, OTTAWA, June 30. Major-General the Earl ol Dundonuld declared that ho was aw&rt beforehand of the gravity of his protest and of his speech ; but conoid** his action the only means ol ■•.ei'ving the militia. Ho had worked - hard to improve tiie force, avoiding politics, and claiming freedom of action only us far as tho technical side of his work was conct'rn«l,Jj|*t ho wm constantly hampered by Government' interference with machinery he waa uipposed to control. Parts of his ■— lirst annual report were suppressed and portions of later reports had been omitted. The General adds that Canadians are living in a "fools' Paradise" as regards preparedness for war. In an interview the Earl of Dundonuld declared that tho militia 'wero deliberately starved us regards ammunition and equipment.
