FRANCE AND ENGLAND.
MUTUAL COMMERCIAL SYSTEM. (Received June 9, 1.5 a.m.) LONDON, June 8. Mi-Thomas Barclay, a former president of the British Chamber of Commerce in I'aris, in a letter published in the newspaper Le Matin, expresses the hope that Britain and France will mutually establish a permanent commercial system by means of a tariff treaty.' Any proposal, however, must emanate from France, inasmuch as Britain has twice Vj inly t,rie<t to secure .such a treaty, if the French took the initiative lie would not be surprised if a corresponding movement occurred in England similar to that preceding the arbitration treaty and the recent convention.
