M One probablo result arising out ol he decision of the ConvoyLGladsome use will bo that all racing club! will consider tho advisablenesa of put ing the ruleß of racing in order. I'his will no doubt bo done through heir representatives at tho racing onference. For several years past l havo listened to tho discussions at lie conference annually held in Wolinglon, and had the opportunity ol -xchanging opinions with some oj ho gentleman who havo attended .hem. Mr 0. Samuel, president and chairman of committee of tho Taraiaki Jockey Club, has beeu looked ipon as tho leader of tho opposition n tho "Turf Parliament." The re-, liresentativo of tho Taranaki district litis done good work, but on several occasions he has been beaten >y tho "three-fourths" majority, which ho unsuccessfully tried to al>.er a year ago. Tho strong conserv■ttivo clement in tho conference ousted to tho three-fifths majority. Mr Samuel, who desired to see the ules put in order, moved : That It )o nn instruction to the executive tp prepare new Rules of Racing, and \ith that object to cause throe com es of the draft rules when prepared o bo forwarded to each registered lab at least three months before the •onferenco to bo held In or about the .nonth of July, 1904, and to invite mggestiona thereon from each such lub (to bo posted to the secretary >f the conference not later than one nonth after tho draft rules shall mvu been forwarded to such club), md thereafter to revise such draft ules, and forward thqpo copies thero>f as revised to each club not less I lian one month before such confer nee, in order that at such coriJet* nee tho existing Rules of Racing" nay tie rescinded and new Rules ol iincing made. Tho romarks of some if the delegates who discussed Mr ■Samuel's motion prove interesting at tie present lime. Mr Friedlander wanted to know why- the conference ind met year after year ? Had ft ■ol been for the purpose af improvng the rules? If Mr Samuel was o keen why did ho not prepare new tiles, and bring them forward him•elg. Sir George Clifford protested against Mr Samuel's remark that the ules wore, a disgrace to any racing •ody. Ho thought the existing rule* tvere a credit to tho conference, whose members had for years been working 1 hard to perfect them. Mr Samuel, ! n reply, thought he had been misiindorstiood. He did not ohject- to the matter of the rules. It war'the form and arrangement he did not like, lie further stated ho had brought tho matter up several times before, and if defeated ho would not now feel the defeat so keenly as ho formerly had done. Mr Samuel was iviiuestMl to act as one of the Judges in the Convoy-Gladsome appeal case, but was unfortunately prevent-, ed by private business from acceptmir. It is to K< hoped that gentleman will ngain bring up the question of revising the rules at. the conference to be held next month. It will be safo to anticipate that the majority of the delegates will he in favour of tho proposal, and the arguments of tliOßo against it less amusing than those who spoke against It a year ago.—"Advance," in N.Z. Mail. ;■>
