(Received May 16, 10.48 p.m.) VIENNA, May 16. The Austro-Hungarian Budget has created amazement and disquietude amongst the people. The Government has submitted an extraordinary naval and military credit of £14,750,000 sterling, including £3,666,000 for the army and £3,112,500 for the navy in 1905. New guns will cost £6,875,000. The enormous naval vote excites -even greater astonishment, and the explanations offered (in view of the agricultural, commercial and political depression) as to the necessity of the expenditure, are regarded as inopportune.
