A REVOUITIONARX PROPAGANDA., (Received April 21, 10..16 p.m.) CAPETOWN, April 21. In coimevtiou with the Lydeirburg arrests- a leading Afrikander states that three ex-rebel commandants in Great Namuijualand are conducting an active revolutionary propaganda. They have established a secret society, the penalty of treachery to which is death. The Transvuul volunteers are mobilising extensively, and hiringi transports, while the consta,lJulary "are recruiting.
