The attacking force was necessarily too small (more Iroops not being available) to indict a decisive 'defeat on the defenders, but owing to the. knowledge that an attacking force did exist, and to the uncertainty as to when, or where it might be expected the abject for which the manoeuvres were held—namely, practice in the prxrtect'ioJh of that portion of our coast and liarildiur—was most successfully attained."
