SPEECH BY Till.; FRENCH PRKMJ KR. (Received April 11, 11.7 p.m.) PARIS, April 11. jr. Combes, Premier of France, wus entertained at a lmmiuct at Laon, capital of tile de]iartment of Aisne, 80 miles north-east of Paris. M. le Premier had an enthusiastic reception, and in the course of a speech said that France's love of peace was so real that she continuously increased her arbitration treaties, making them a powerful instrument, for the prevention of wars and the localisation of the present one.
