CPer Press Association.) WFU.IXCTOX. March 17. At the Medictrl Association 1:011rerence to-day a paper was read by Dr. (low. medical ollicer at Mount .View Asylum, on " liesponsibilily in Crime." Two Supreme Court judges and a number of lawyers were present. Dr. (,'ow's paper dealt chielly with suggestions as to treatment, of prisoners who .suffer from menial disease, indeterminate sentences being recommended, and also with the ipiestion of whether or not a new ilelinitinn of insanity should be incorporated in the present law to allow doctors more scope in giving evidence in relation to the nieiilal condition of prisoners charged with a particular crime. In the discussion which took place the establishment of half-way houses between gaols anil ; isvlutn.s was recommended for the U'.fifm'Jit of persons suffering from some nioi'itjal alllictious.
