VICTORIAN CIVIL SERVANTS AND THE ARBITRATION BILL. (Received March 17, 9.15 p.m.) MELBOURNE, March 17. The Premier, the lion. T. \V. Bent, speaking at Somerville and referring to the resentment of civil servants to separate representation in Parliament, said some members uf the service had thrown down the gauntlet, and joined the Labour Party with a view oi bringing the affairs* of the State into confusion. It behoved the (iovcrnnicut to fight, and show State employees that thoy cannot Ije allowed to lake charge of the property of the State.
