THE DOMINION AND TREATV MAKING, (Received March 10, 10.9 p.m.) OTTAWA. March 16. In the Canadian House of Commons Sir Wilfrid Luurier, PremleK, in reply to Hon. F. W. Dot-den, Leader, of the Opposition, said that Canada. while desiring power to negotiate, did not intend to dispense with Britain's power. Canada would never. negotiate u, treaty without ref<renca to the Crown authority.
