BANQUET TO LOUD TALBOT IN LONLON. .(Received March 11, 9.57 p.m.) LONDON, March 11. -At the Colonial Club banquet tendered to Lord Talbot, the new (!overnor of Victoria, Mr Alfred Do!*son, acting Victorian Agcnt-Ucneral, ■congratulated the State on the selection of one whose family had done much to create the Empire, and who liiniseli had u long record of firstclass service.
