The Daily Telegraph, dealing with Air Seddon's Upper J louse proposals, says :—"On this side of the water it is surprising to hear that the New, Zealand Upper House is a cumbersome institution, wusting time und money, and n hindrance to progress. The idea here has been that the Council would have served the community belter if it hutl been a little less submissive to an imperious Premier. Whatever may be tho fact in regard to New Zealand, the bi-cume~ nil system is not obsolete in Australia, but it is very much alive and very much wanted, and should any reform be rushed, the possible result} would be u strengthening of tho Upper Houses, so bringing them im to line with the Federul Senate "•
