This is seemingly being done with the intention of incensing the Armenians, who are arming, us they leal* a repetition of the imissacres is inevitable. Cliakir l'asliu, (iovernor of Ivnssovo, is negotiating with the Albanians, who are still tinder arms. They demand exemption from military service, and the abolition of civil courts.
