NOTICE. Berne notifies that private telegrams originating in Japan, Formosa, Japanese stations in Fusan, Seoul and Chemulpo must be written in clear language in either Japanese, English or French. Private telegrams from Korean stations for Japanese officers in Korea, and for other countries, which pass over Japanese lines, arc accepted when written in plain language in Japanese, English, or French. Private telegrams in secret language, emanating from Tokio, Yokohama, and Kobe, are admitted on production of code, uecoiupanaed by an explanatory note, written in Japanese, French or English. All telegrams passing over Japanese lines in Bapan or Korea are accepted at the Bender's risk. SPECIAL NOTE. On and from March 1, 190-1, the postage on newspapers to and from the United Kingdom will be reduced to one penny per paper, irrespective Of weight, subject to these conditions :—All newspapers exceeding 8 ozs in weight prepaid one penny are to be, forwarded by direct steamer only. Newspapers not exceading Boz prepaid at the penny rate may be forwarded by the San Francisco or Federal mail service, or direct, etc. Newspapers exceeding Boz, if prepaid at existing rates, i.e., a penny for tho first four ounces and Jd for each succeeding 2 ounces, may be sent by the San Francisco and Federal mail lines. Wholly unpaid papers are to be detained and advertised as in the case of printed papers. When more than one newspaper is enclosed in the same bundle the jiostage on each newspaper must be aflixed in stamps, otherwise the parcel will be surcharged at printed pajier rates and lent on. by direct steamer.
