FEDERAL PARLIAMENT.

TO-DAY'S OPENING. FORECAST OF THE SPEECH FROM THE THRONE. (Received March 2, 1.4 a.m.) MELBOURNE, March 1. Arrangements are competed for the opening of the Federal Parliament to-morrow. Owing to the swearing-in and other ceremonies the Governor-General's speech will not be delivered till late in the afternoon. It is understood the principal measures promised will be the Arbitration and Navigation Bills, the former of which will be given precedence in the House and the latter in the Senate. Other measures will be Inter - State Commission, Trade Marks, Merchandise Marks, High Commissionership and Copyright bills and probably a measure dealing with the government of New Guinea. (Received March 2. 1.20 a m ) MELBOURNE, March 1. It is understood the Opposition will not move an amendment to the Ad-divss-in-Reply, as there is no chance of successfully re-opening the fiscal Issue this session. The tactics of the Opposition will be to keep the Govorrunent strictly to its declared policy of not interfering with that issue again, under the plea of preferential trade or bonuses to particular industries. If a crisis comes it will inobably arise over the Arbitration Bill.
