SIR WM. 11ARCOURTS RETIREMENT. *'TIIE GOVERNMENT CRUMBLING AWAY. - - (Received March 1, 11.12 p.m.) LONDON, March 1. Sir Win. Vernon Harcourt has announced that owing to his uncertain health he will not seek re-election. Liberal demonstrations in the provinces continue to blink the Chinese lal.o ir (in South Africa), the fiscal, and education questions. Lord Roseber\, speaking at a Liberal League dinner in London, said the Liberals, so far as the great pending questions were concerned, were at last united. A general election cauid no longer be delayed, as the Government was crumbling away through its own weakness.
