Private telegrams from Korean stations for Jaipjanese officers in Korea, and for oilier countries, which pass over Japanese lines, are accepted when written in plain language in Japanese, English, or French. Private telegrams in secret language, emanating from Tokio, Yokohama, and Kobe, are admitted on production of code, accompanied by an explanatory note, written in Japanese, French or English.
