Army Mobility.

The publication of the "Problem of the Army" in book form reveals th« author of these well-thought-out Times' articles as Mr L. S. Amery, editor 01 the history of the war in South Africa. One of Mr Amer.y's suggestions is original—viz., that part of England's army should have its permanent home upon the ocean wave. Or again, the division might land at Capetown, and march through South Africa, engaging in manoeuvres with the local forces, and the» take ship again at Durban, and sail oil to practise landings at Vancouver or Weihaiwei. When trouble was brewing the division would at once' put to soa, and vanjsh' from sight.to appear suddenly at Port Arthur or Bunder Abbas, or Diego Suarez."
