Army Mobility.
The publication of the "Problem of the Army" in book form reveals th« author of these well-thought-out Times' articles as Mr L. S. Amery, editor 01 the history of the war in South Africa. One of Mr Amer.y's suggestions is original—viz., that part of England's army should have its permanent home upon the ocean wave. "Some day (he wril«s) at least one complete division of our regular army should be permanently localised at sea. That need aot imJjly that soldiers' would have to spend the greater part of the year on the water. All it implies is that the headquarters and permanent residence of such u division would be a well-littcd and fully-equipped fleet of transports. When on land the division would live u,mier canvas, no groat hardship for a' force that ca» always choose its own climate. Tims the division might sjiend three or four winter months in India. It might, perhaps, stay to join in the Indian manoeuvres, and then put to sea for a few weeks before going into camp in Australia or New Zealand. Or again, the division might land at Capetown, and march through South Africa, engaging in manoeuvres with the local forces, and the» take ship again at Durban, and sail oil to practise landings at Vancouver or Weihaiwei. When trouble was brewing the division would at once' put to soa, and vanjsh' from sight.to appear suddenly at Port Arthur or Bunder Abbas, or Diego Suarez."
