BALKAN TROUBLES.
LONDON, Feb. 5. During the debate on the Addrese-in-Reply, in the House of Commons, Earl Percy, Parliamentary Undersecretary for Foreign Adairs, emphasised tiho solidarity of the Powers in securing permanent amelioration, also financial reform, and the teriii'imat'ion of Turkish corruption in Macedonia. Mr Bryce said the country would have supported the Mjai'quis of Lonsdowne (Secretury for Foreign Affairs if tfvtji u MLi<oi|lJ-I' policy was pursued. Austria and Russia were haif-tearted in the matter.
