TONNAGE OF SHIPPING, ~ . I'AIUS, Feb. 2. J-1 enck newspaijers complain that Enghui-d has untied M. Delcasso (I'lencn Foreign Minister) that after April 1 French vessels trading to English ports will be required ta produce a certitlcate of English tonnage, otherwise tliey will he regauged. Tho newspapers tlireaten reprisals if England violates existing reciprocal arrangements.
