An interesting sidelight on American revolutionary mothods is furnished in our cable news this morning. The New York World, n journal of .standing, makes chiii-Bes of u grave fli«racter concerning the organisation of the recent " revolution" in I'ana'nn. It is reported that the financial support of the i-ohels came from stockbrokers of New York, and l'uris, engaged in characteristic monetary gambling operations. The big- money kings of the old and new worlds stop at no risks when there is a clianoc of making big prolits. Whether the means employed he strictly in accord with the generally accepted tenets of commercial and moral probity is a matter of circumstance, and—to thfin—of little moment. Even Governments may not escape the blighting influence of the greed of gain. This is hinted at in the present case, as the W„rl<l indicates that the Government of the United States was- awnro of the circumstances underlying thi' "revolution " when it "aided the movement." Jly that, it would appear, is meant the recognition of the insurgent Government of I'iuiaiiia as an independent I'ower— (he people having risen at tlw beginning of November in revolt against the. Colombian Government and proclaimed their indepen'dencc. The origin of the revolt and the source from which it received support remained unknown ; but now, apparently, light is to be thrown on the subject. The treaty, which was signed at Washington a c'ortui'iight after the revoltj in spite of the protests of tlu> President of Colombia, consents cm behalf, of the Government of Panama,

Rul, he goes on, if everything has been fair and aiUov* hoard in the transactions connected with this incident, then, indeed, lias the luck of the I'uiUul States been extraordinary. The authorities at Washington will not. for their own credit, allow the accusations to go unchallenged, and further revelations will be awaited with interest, Meanwhile, to say the least, the world has had a. new and striking example of the methods of the new diplomacy.
