RAND LABOUR QUESTION. Received 26, 9.37 a.m. CAPETOWN, Dec. 25. Sir Percy Fitzpatrick, addressing the South African Labour League, said the Rand ruines would not pay if whites were employed at the cost of men employed on the railways. Chinese labour was the only alternative.
