Amongst numerous general reforms suggested are the abolition of the pupil teacher system and the employment of vo'mg teachers of immature education and immature physical and moral development and wanting in professional knowledge. The report strough- rceommended a radical change in .he system of inspe tion, the present methods not being framed to meet the demands of a national system of education, and not fulfilling inspectors' ajntPcipa'tions generally. The making of the professional education and training of teachers more thorough, and increasing the practical efficiency of education is recommended ; also, the taking into fuller account of hygiene in the arrangement and improving- the equipment of schools, the development of the kindergarten system (including the establishment of a kindergarten training college) ; the systematic introduction of gymnastics on the lines of physical culture, in all schools. It also recommends nutiomi] training and domestic economy and the instruction in ethics as in France, but the clergyman should hove every facility within the limit at present allowed to give efficient religious instruction.
