Writing from Ph'ilippopolis, Bulgaria, on Oct. 12, Mr Reginald YVyon, special correspondent of the bond en Daily Mail, sent a dreadful account of the state of the vilayet of Adrianople, where the Turks have worked their will on the wretched Bulgarian population for months.
