The Anglo-French Treaty.
SPEECH BY M. DELCASBE. . Received 24, 11.35 p.m. PARIS, Nov. 24. In the Chamber or Deputies M. Delcasse advocated effective control of Macedonia, such as Austria and Russia were endeavouring to establish. France would always support them in the execution of refoi-ms. Referring to the Anglo-French arbitration treaty, he said that formerly England and France saw things that were dividing them; now they saw those things that were uniting them. The Chamber greeted thlj statement with cheers. M. bubard moved to invite M. Delcasse to arrange with other nations a.limitation of armaments. M. Deieasse replied that France's estimates in .iate years had been lowered, and acts were more thaw words. It was holt .incumbent upon them to take the initiative. An amendment to the Board's motion, approving M. Delcasse, was carried by 490 to 66.
