Received Nov. 24, 10.13 p.m. LONDON, Nov 24 The Daily Mail's Sydnev correspondent says much criticism has been provoked by the action of the State Secretary in obtaining loans at an undisclosed rate of interest. The Ministry is waiting anxiously for the first signs of improvement in the London market, as it has laic-e loans to float and must borrow shortly at whatever price is offering.
