+ Received 24, 0.. r >4 a.m. CAPETOWN, Nov. 23. The Labour Commission at Johannesburg reports as regards agriculture 27.70Q native labourers are working, or a shortage of 49,300; as regards railways, 15,000, or a shortage of 40,000. There is no adequate central South African source of supply. The Commission considers that white labour is impracticable and Impossible. Witnesses examined proposed remedial measures in connection with native labour, bu.t no practical solution was arrived at.
