The High Court decided that the Commonwealth was bound to pay officers transferred from a State the same salary as the State paid at the time he was transferred. Panama receives ten million dollars. The canal will be neutral and open to all nations on equal terms. Great Britain's hesitation to recognise Panama is based on fears that Columbia would repudiate her foreign debt if deprived of Panama revenues. Col. Hay suggests that Panama should devote a portion of the canal money as its share of the foreign debt. A RECORD. MELBOURNE, Nov. 20. At the National Rifle meeting Cutler (Bathurst) won prize with a score of 325, a world's record for the King's distance. In one,match Cutler put in ten shots and a sighter through the bull's eye.
