An Officer Degraded.
Received 12, 10.56 p.m. BERLIN, Nov. 12. Li'eut. Bilsen has been sentenced at Metz to six months' imprisonment and dismissal from the service for writing a novel descriptive'of life in a small garrison town, and grossly slandering his superiors under a thin disguise.
